Tetsuo Shiba (柴哲郎) is a professional manga artist credited as the writer of the Strider Hiryu manga. Tetsuo Shiba was hired by Moto Kikaku in order to adapt the basic outline of the project's story after it was decided by Tatsumi Wada, Kouichi Yotsui and Masahiko Kurokawa. Shiba made further adjustments to the final draft and dramatized the story in order to better make it fit the format of a serialized manga, something Yotsui considered a necessary step.[1]
